A working definition
A tool registry describes what a tool does and the inputs it accepts. The registry should make the available operations explicit.
- Give each tool a clear name.
- Describe its inputs.
- Keep execution results inspectable.

Open question
How much validation belongs in the registry, and how much belongs in each tool?
This question appears in both RepoMedic, where tools operate on a code workspace, and DiagAgent, where recovery actions are constrained by evidence and verification.
